Fixed formats are set frames where parts repeat. A一量词B一量词 pairs two contrasts, as in 一个高一个矮, 东一A西一A means scattered here and there, and 为了…而… (in order to) is a formal purpose frame.
In English
Three fixed formats appear here. A一量词B一量词 repeats the same measure word to describe two members of a pair: 一个高一个矮 (one tall, one short). 东一A西一A uses 东 and 西 to describe scattered things: 东一句西一句 (a sentence here, a sentence there, which means disjointed talk).
为了…而… is a formal purpose pattern: 为了 introduces the goal, and 而 comes directly before the action that serves it. Always repeat the measure word in the first two, or the rhythm breaks.
东一A西一A describes things scattered/disorganized 'here and there': 东一句西一句 (a sentence here, a sentence there — disjointed talk), 东一把西一把 (chairs strewn about messily). Again the same classifier/unit repeats after both 东 and 西.
为了…而… (formal purpose clause): 为了 + goal + 而 + verb phrase = 'in order to [goal], (one does) [action]'. 而 sits directly before the verb phrase that accomplishes the goal — more formal/written than a bare 为了 clause without 而.
