Meaning: despite the fact that … (still) … Concedes a difficulty or obstacle, then asserts a persistent result.
Structure: 尽管 + Clause A (obstacle/concession) + 还是/仍然/依然 + Clause B (persistent result)

vs 虽然/但是:
