时而…时而… = 'now...now...' — describes a state alternating unpredictably between two conditions over time: 天气时而晴,时而雨 (the weather is now sunny, now rainy). Formal/written register.

时而 shí ér occasionally 一时 yī shí a period of time 便 biàn plain

一时…一时… = near-synonym of 时而…时而…, slightly more colloquial-literary, often for emotional/mood swings: 一时高兴,一时生气 (happy one moment, angry the next).

便 (biàn) = formal written equivalent of 就, marking immediate sequence/consequence: Clause A (often with 一/只要) + 便 + Clause B = 'as soon as/given A, then B'. Common in written narrative and formal argument, less common in casual speech.
